The European Commission’s Service for Foreign Policy Instruments (FPI) puts EU foreign policy into action − fast and flexibly − in a policy-driven approach. It acts as first responder to foreign policy needs and opportunities, focusing on conflict prevention and peace, building alliances and leveraging the EU’s influence in the world.
The Service plays a central role in implementing the European Commission’s political priorities in line with the EU’s Global Strategy for Foreign and Security Policy.
FPI reports directly to the High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the European Commission. The Service works very closely with the European External Action Service (EEAS) and with EU Delegations around the world and is tasked with preparing and implementing foreign policy-related actions in a number of areas.

Expertise France is the French public agency for the design and implementation of international technical cooperation projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.
The agency operates in four priority areas:
- Democratic, economic and financial governance;
- Stability of countries in crisis/post-crisis situations and security;
- Fight against climate change and sustainable urban development;
- Strengthening of health systems, social protection and employment.
In these areas, Expertise France conducts engineering and implementation missions for capacity building projects, mobilises technical expertise and acts as a contractor for projects calling on public expertise and private know-how.

Northern Ireland Co-operation Overseas (NI-CO) is a not for profit, public body owned by the Department for the Economy of the Northern Ireland Government. Established in 1992 with the aim of showcasing NI best practice on an international platform and promoting NI participation in international development, NI-CO has enjoyed significant success over the last 2 decades securing over 700 public sector capacity building projects in 100+ countries on behalf of the major bi-lateral and multi-lateral funding agencies.
Underpinned by the Northern Ireland public sector ethos, the NI-CO delivery model is a simple but highly effective one which ensures integrity, accountability, quality and value for money.
